澜湄合作 重庆助力

2016年3月23日,澜湄合作机制正式启动,标志着“同饮一江水”的6个国家,致力于结成更加紧密的“命运共同体、发展共同体、合作共同体”。

澜湄合作第十次外交联合工作组会在重庆举行

2020年1月16日,澜湄合作第十次外交联合工作组会在重庆举行,会议由澜湄合作外交联合工作组中方组长、外交部亚洲司副司长毛宁与老挝组长、老外交部经济司副司长宋蓬共同主持,柬埔寨、缅甸、泰国、越南工作组长参加。会议回顾了2018年12月第四次外长会以来澜湄合作进展,讨论了未来合作方向。

近年来,澜湄合作的热度在重庆持续走高。重庆市政府外办、市中新项目管理局、市政府口岸物流办、巴南区、江津区,以及重庆公路物流基地建设有限公司、重庆公运东盟国际物流有限公司、江津综保区管委会等部门及单位,为重庆加速融入澜湄合作、促进我国与湄公河五国在各领域合作,积极努力,献计献策。

依托“陆海新通道”,联动“一带一路”与长江经济带

口岸物流方面,重庆与湄公河五国均开通有直航客运航线,还与越南有货运航线。目前,重庆与湄公河五国的物流运输主要依托“陆海新通道”进行,形成了铁海联运班列、国际铁路联运班列、跨境公路班车3种主要物流组织方式,有效联动起“一带一路”与长江经济带。

周边国家也对“陆海新通道”表现出极大兴趣。2019年国庆节前夕,中国驻越南大使馆、越南计划投资部战略研究院联合举办了“国际陆海贸易新通道—中越合作潜力与机遇”座谈会,越方表示将积极参与“陆海新通道”建设,正在加快境内高速公路建设,规划铁路建设。同时,越方还提出将进一步发挥和完善老街口岸功能(中国对应为河口口岸),推动更多农产品进入中国内地、通过“陆海新通道”和中欧班列出口欧盟等建议。

以“陆海新通道”为载体,联合新加坡共同拓展第三方市场合作

重庆市中新示项目管理局结合“陆海新通道”建设实际提出建议,强化与湄公河五国发展战略对接,争取将通道建设纳入澜湄合作、东盟“10+1”“10+3”机制性会议磋商内容,并将重庆纳入澜湄合作机制中方参与合作的主体省份。

以“陆海新通道”为载体,联合新加坡共同拓展第三方市场合作,支持重庆及西部地区在物流、贸易、产业等方面加强与东盟的合作,推动西部地区具有較好优势的产业到东盟地区开展战略性和前瞻性布局。

巴南:开创“东盟班车”,贯通与湄公河五国的经贸通道

重庆市巴南区依托重庆公路物流基地,抓住了澜湄合作机遇,开创了重庆—东盟公路班车(以下简称“东盟班车”),打造了一条通往并贯通湄公河五国的经贸通道。经历近4年的发展,物流基地与湄公河五国的通道从隔绝到互通,经贸合作从间接到直接,贸易规模从小到大,逐渐形成了贸易与投资相互促进的良好格局。

目前东盟班车在湄公河五国的越南河内、胡志明,泰国拉卡班、邦纳、邦批,柬埔寨金边、西哈努克等地合作设立了东盟班车海外分拨中心,可辐射湄公河五国大部分地区。

江津:拓展通道、做优平台,积极融入“陆海新通道”建设

江津区是重庆加快“陆海新通道”建设的主要战场和新支点。目前,江津区正加快水公铁多式联运基础设施建设,已基本具备多式联运基础条件。通过加快通道建设,开行陆海新通道江津班列;做优开放平台,形成江津综合保税区、四大工业园为核心的“1+4”开放平台格局,促进开放型经济发展。同时将发挥产业集群优势,推进冷链经济发展,开展区域合作,推进商贸产业协同发展,积极融入“陆海新通道”建设。

On March 23, 2016, the Lancang-Mekong Cooperation (LMC) mechanism was officially launched, marking a new era of closer cooperation and more closely interconnected destiny for the six countries along the Lancang/Mekong river .

The 10th LMC Diplomatic Joint Working Group Meeting held in Chongqing

On January 16, 2020, the 10th LMC Diplomatic Joint Working Group Meeting was held in Chongqing. The meeting was co-chaired by Mao Ning, the Chinese LMC diplomatic joint working group leader and Deputy Director-general of the Asian Affairs Department of Ministry of Foreign Affairs, and Virasac Somphong, the Lao group leader and Deputy Director-general of Department of Economic Affairs of Ministry of Foreign Affairs, with the participation of the group leaders of Cambodia, Myanmar, Thailand and Vietnam. During the meeting, they reviewed the progress made in LMC since the 4th LMC Foreign Ministers' Meeting in December 2018 and discussed the directions for future cooperation.

In recent years, LMC has gained more and more attention in Chongqing. The Foreign Affairs Office of Chongqing Municipal Government, the China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity Administration Bureau of Chongqing,  Port and Logistics Office of Chongqing Municipal Government, Ba'nan District, Jiangjin District, as well as Chongqing Highway Logistics Construction Co., Ltd., Chongqing Public Transport ASEAN International Logistics Co., Ltd., Jiangjin Bonded Zone Administration Committee and other departments, have been working together and carrying out cooperation actively and contributing ideas and advice to speed up Chongqing's participation in LMC and to promote cooperation in different areas.

Connecting BRI and the Yangtze River Economic Belt through NILSTC

In terms of port and logistics, Chongqing has opened direct passenger flights with all Mekong countries as well as cargo flights with Vietnam. At present, the logistics between Chongqing with the development strategies of the five Mekong countries mainly rely on NILSTC, which effectively connects BRI with the Yangtze River Economic Belt and is mainly carried out in three modes: rail-sea inter-modal transport, international rail transport and cross-border regular lorries.

At the same time, neighboring countries have also shown great interest in NILSTC. On the eve of the Chinese National Day in 2019, the Chinese Embassy in Vietnam and the Strategic Research Institute of Vietnamese Ministry of Planning and Investment jointly held a symposium named “NILSTC—potential and opportunities for China-Vietnam cooperation". The Vietnamese side said that they would actively participate in the development of NILSTC and are speeding up the construction of domestic expressways and planning railway construction. At the same time, Vietnamese side also proposed to further tap and strengthen the functions of Lao Cai port (whose Chinese counterpart is Hekou port) so as to help more local agricultural products to enter the market of the inland of China and to be exported to the EU through NILSTC and China-Europe Railway Express.

Working with Singapore to explore third-party market through New International Land-Sea Trade Corridor (NILSTC)

The China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity Administration Bureau of Chongqing based on the statusquo of the NILSTC, suggested that parties involved should integrate the development of NILSTC and LMC and try to include NILSTC as part of the agendas of LMC and ASEAN's "10+1" and "10+3" mechanisms, and to include Chongqing as a principal provincial region participating in the LMC mechanism.

They further suggested to expand cooperation with Singapore to develop third-party market, support Chongqing and western China to strengthen cooperation with ASEAN in terms of logistics, trade, industry and other areas, and encourage advantageous industries of western China to explore the strategic potential in ASEAN region.

Banan: initiated regular lorries to ASEAN to establish direct economic and trade links with the five Mekong countries

Relying on Chongqing Highway Logistics Base, Chongqings Banan District has seized the opportunity of cooperation among lancang- Mekong countries by initiating the ASEAN Regular Lorry, an economic and trade channel to the Mekong countries. After almost four years of development, the Logistics Base is now well connected with all Mekong countries, offering direct access for two-way trade and contributing to an optimised patten for growing trade and mutual investment.

At present, ASEAN Regular Lorry has set up distribution centers in Hanoi and Ho Chi Minh City of Vietnam, Lat Krabang, Bangna and Bangplee of Thailand, Phnom Penh and Preah Sihanouk of Cambodia, accessible to most parts of the Mekong countries.

Jiangjin: actively participating in NILSTC by expanding channels and establishing good platforms

Jiangjin District is the main powerhouse for Chongqings participation in NILSTC. At present, it is speeding up the construction of water-highway-rail multimodal transport infrastructure and already possesses the primary conditions for multimodal transport. On one hand, Jiangjin opened NILSTC Jiangjin Rail to improve connectivity. On the other hand, it has put in place an opening platform featured by Jiangjin Comprehensive Bonded Zone and four industrial parks to promote the development of an open economy. It will give full play to the advantages of its industrial clusters, promote the development of cold-chain economy, carry out regional cooperation and promote the coordinated development of commerce, trade and industries to be an active participant in the development of NILSTC.
