澜湄合作机制建立4年来,“陆海新通道”日渐成为助推“一带一路”走深走实、加力打造澜湄流域经济发展带、共建澜湄国家命运共同体的重要载体和平台。
重庆市江津区依托江津综合保税区(以下简称“江津综保区”)、珞璜铁路综合物流枢纽、珞璜长江枢纽港,通过水公铁多式联运,积极投入“陆海新通道”建设,无缝对接“一带一路”和长江经济带。全新的开放平台,重新定义了江津与世界的“距离”。
同时,江津也是重庆辐射川南黔北的重要门户,具有承东启西、接南转北、通江达海的独特优势。作为“陆海新通道”规划的3条主通道的中间通道内陆枢纽端,江津是重庆加快“陆海新通道”建设的主要战场和新支点。
多点发力助力“陆海新通道”建设
江津区充分发挥区位优势和600亿级专业市场集群优势,加快水公铁多式联运基础设施建设,真正实现“陆海新通道”与长江航运无缝链接,促进多式联运,降低物流成本,提高通道效率。其中,珞璜铁路综合物流枢纽设计年运能2000万吨以上,具备自站编组和整列到发能力,是西南地区最大的铁路物流枢纽。场站外还规划了较大规模的物流发展用地,可为拓展枢纽功能提供足够空间支持。
此外,珞璜铁路综合物流枢纽还通过7公里长的铁路专用线与珞璜港岸线无缝连接。配套的珞璜港吞吐量可达2000万吨,最有条件发展水铁联运的运输模式,绕城高速珞璜西互通已正式开通,水公铁多式联运基础条件基本具备。
2018年12月,“陆海新通道”江津班列顺利首发,标志着江津区正式融入“陆海新通道”建设。2019年7月起班列全面实行常态化开行,至2020年3月21日,上下行累计开行36列,共到发1808个标箱,外贸总占比为41.27%,累计货值2.38亿元,总重载率97.57%。其中今年以来上下行累计开行15列,共到发754个标箱,外贸总占比为53.05%,重载率100%。
江津已形成江津综合保税区、四大工业园为核心的“1+4”开放平台格局。江津综保区聚焦世界500强、行业百强、知名上市公司等目标,瞄准“一带一路”沿线国家积极开展招商引资,2019年共引进绿地全球商品基地、远郑温控等项目42个,总投资205.8亿元。
最新数据显示,2020年3月5日,江津区举行的招商引资项目“云签约”活动中,重庆江津综合保税区与5家企业签订了总投资41.2亿元的协议,产业涵盖医疗器械、电子信息、国际冷链物流以及高端汽车保税展示交易、进口食品加工等消费品工业领域。
发挥产业集群优势 推进冷链经济发展
自2018年12月28日,中国西部(重庆)东盟农副产品分拨中心运行以来,双福农贸城进口水果业务较2018年同期增长100%,销售量约占全市东盟进口水果总量的63%,日均交易量达到1000吨,日均交易额超过1300万元。来自東盟国家的海鲜水产品及冻品销售量每天约10吨,年交易额突破2亿元。目前,分拨中心先后引进了四季柔、远郑温控供应链等冷链龙头企业,通过合作共建冷链物流基地,打造综合性冷链物流聚集区。
开展区域合作 推进商贸产业协同发展
2019年9月,江津区联合广西防城港市、贵州贵阳市、四川成都市等多个城市,以及越南芒街市共同发起成立了“西部陆海新通道冷链经济城市联盟”,成为目前重庆市唯一加入此联盟的区县。同时,江津区先后与广西防城港市、凭祥市、钦州市,甘肃天水市等地签署友好城市协议,重点围绕“陆海新通道”建设,加强在经贸、物流、旅游、会展等多领域合作发展。2019年12月,江津区与防城港市政府联合举办了2019年江津·防城港跨区域合作“一会一节”活动,成果丰硕。
未来可期 构建“立体式”开放格局
未来,江津区将在通道拓展上全面发力,着力构建“立体式”开放格局,突出江津综保区的“火车头”作用,积极拓展口岸功能,共同构建内外开放协作机制。向南推进江津—北部湾的普货和冷链班列开行,并实现常态化运行。向西争取中欧班列(渝新欧)延伸到珞璜铁路综合物流枢纽站。依托江津综保区开放平台和双福农贸城市场优势,尽早开通江津—东盟的跨境公路班车。
同时,通过完善“1+4”开放平台体系,突出江津综保区这个“金篮子”,升级江津工业园区这个“大后方”,促进综保区与工业园区联动发展,打造全区开放发展主战场,加快中国西部(重庆)东盟农副产品冷链分拨中心建设。
Over the four years since the establishment of the Lancang-Mekong cooperation mechanism, the New International Land-Sea Trade Corridor has become an important carrier and platform to push for deeper and more practical implementation of the Belt and Road Initiative, develop Lancang-Mekong Economic Development Belt with greater efforts, and build a community of shared future for Lancang-Mekong countries.
Relying on the Jiangjin Comprehensive Bonded Zone (hereinafter referred to as "the Bonded Zone"), Luohuang Railway Comprehensive Logistics Hub and Luohuang Yangtze River Hub Port, Jiangjin District of Chongqing has actively invested in the construction of the New Land-Sea Corridor through developing multimodal/intermodal transportation of water, road and rail, seamlessly connecting the Belt and Road Initiative with the Yangtze River Economic Belt. The "distance" between Jiangjin and the world has been redefined by the new open platforms.
At the same time, Jiangjin is also an important gateway for Chongqing to connect southern Sichuan and northern Guizhou, with unique advantages of connecting the east and the west, the south and the north, and having connections to rivers and sea. And as it is located at a terminal point of the middle route of the three main routes planned for the New Land-Sea Corridor, Jiangjin District is becoming the main power house and new pivot for Chongqing to speed up the construction of the Corridor.
Multi-pronged endeavor to facilitate the construction of the New International Land-Sea Trade Corridor
Jiangjin District has given full play to its geographic advantages and that of a 60-billion specialized market cluster and accelerated the infrastructure construction for water, road and rail multimodal/intermodal transport to realize seamless connection between the New Land-Sea Corridor in western China and the Yangtze River shipping business, promote multimodal/intermodal transport, reduce logistics costs and improve logistics efficiency. Among the endeavors, Luohuang Railway Comprehensive Logistics Hub is the largest railway logistics hub in southwestern China with a designed annual capacity of over 20 million tons, and has the capacity of marshalling and dispatching trains. Large lands for logistics are also planned outside the station, which can provide sufficient space to support future expansion.
In addition, Luohuang Railway Comprehensive Logistics Hub is seamlessly connected to Luohuang Port through a 7-kilometer-long dedicated railway line. The Luohuang Port, as a good supporting facility, has a throughput of 20 million tons and is best equipped to develop a water-rail intermodal/intermodal transport. And having the West Luohuang Interchange on the beltway of the city officially opened, the basic conditions for the water-road-rail multimodal/intermodal transport are also met with.
In December 2018, Jiangjin freight train for the New Land-Sea Corridor started off its maiden trip, marking the formal integration of Jiangjin District into the construction of the Corridor. The normal operation of the train began in July 2019. By March 21, 2020, 36 trains have been operated, totaling 1,808 standard containers. Foreign trade accounts for 41.27% of the total, with a cumulative value of 238 million yuan and a total heavy haul rate of 97.57%. Among them, 15 trains have been operated since this year, with 754 standard containers delivered, accounting for 53.05% of foreign trade and having a 100% heavy haul rate.
Jiangjin has formed a "1+4" opening-up platform with Jiangjin Comprehensive Bonded Zone and four major industrial parks as the core. In attracting businesses and investment, the Bonded Zone focuses on the Fortune 500 companies, top 100 companies of each industry, well-known listed companies and countries along the Belt and Road. In 2019, it introduced 42 projects such as the Greenland Global Commodity Trading Base project and the Sino-ocean ZM Logistics temperature control project, with a total investment of 20.58 billion yuan.
According to the latest data, in the "Cloud Signing" investment attraction event held in Jiangjin District on March 5, 2020, Chongqing Jiangjin Comprehensive Bonded Zone signed agreements with 5 enterprises with a total investment of 4.12 billion yuan, covering medical devices, electronic information, international cold chain logistics, high-end automobile bonded display and trading, imported food processing and other consumer goods industries.
Giving full play to industrial cluster advantages to develop cold chain economy
Since December 28, 2018, when the Western China (Chongqing)-ASEAN Agricultural and Sideline Products Distribution Center was put into operation, the fruit import business in Shuangfu Agricultural Products Market has increased by 100% over the same period in 2018. The sales volume accounts for about 63% of the total amount of fruits imported from ASEAN countries by the city. The daily average transaction volume reached 1,000 tons and the daily average transaction value exceeds 13 million yuan. The sales volume of seafood, aquatic products and frozen products from ASEAN countries reached about 10 tons per day, and the annual turnover exceeded 200 million yuan. At present, leading cold chain enterprises such as Sijirou company and Sino-ocean ZM temperature control supply chain have been successively introduced to build a cold chain logistics base and a comprehensive cold chain logistics cluster.
Carrying out regional cooperation to promote coordinated development of commerce and trade Industry
In September 2019, Jiangjin District, together with Fangchenggang city of Guangxi Autonomous Region, Guiyang city of Guizhou province, Chengdu city of Sichuan province and other cities, as well as Mong Cai city of Vietnam, jointly launched the Alliance of Cold Chain Economy Cities for New International Land-Sea Trade Corridor, becoming the only district in Chongqing Municipality to join the alliance at present. In addition, it has signed friendly city agreements with Fangchenggang, Pingxiang, Qinzhou city of Guangxi, and Tianshui city of Gansu Province, among the others, with a view to strengthen cooperation in fields such as economy, trade, logistics, tourism and exhibition by focusing on the construction of the New Land-Sea Corridor. In December 2019, Jiangjin District and Fangchenggang Municipal Government jointly organized the 2019 "one meeting, one festive" Jiangjin-Fangchenggang Trans-regional Cooperation and delivered fruitful results.
A "three-dimensional" opening-up pattern is in the making
In the future, Jiangjin District will exert all-round efforts in channel expansion, focus on building a "three-dimensional" opening-up pattern, highlight the locomotive role of Jiangjin Comprehensive Bonded Zone, actively enhance the port function, and jointly build an internal and external open cooperation mechanism.
In the south, Jiangjin District will push for the Jiangjin-Beibu Gulf train services for both general and cold chain cargo and realize regular operation. In the west, Jiangjin District will strive for the extension of Chongqing-Xinjiang-Europe railway to Luohuang railway integrated logistics hub. Relying on the opening-up platform of Jiangjin Comprehensive Bounded Zone and the advantages of Shuangfu Agricultural Products Market, Jiangjin District also aim at launching cross-border lorry services between Jiangjin and ASEAN countires at an early date.
Jiangjin District will improve the "1+4" opening-up platform system, give priority to the "golden basket" of Jiangjin Comprehensive Bounded Zone, upgrade the Jiangjin industrial park, promote the coordinated development of the Bounded Zone and industrial park, create the main battlefield for the region's opening-up and development, and speed up the construction of the West China (Chongqing)-ASEAN Agricultural and Sideline Products Distribution Center.
