Abstract: APEC is the most influential organization for the promotion of economic cooperation in the Asia Pacific region. China has been an important participant, supporter and contributor in Asia-Pacific economic cooperation. In a spirit of partnership, China’s footprints have been imbedded in APEC’s historical journey. Cooperation with APEC has facilitated China’s development. China has made important contribution to economic development of the region and the world as a whole. In the last 30 years, the Bogor Goals have remained the inspirational strength behind APEC’s drive for free and open trade and investment. APEC has now come to a new historical crossroad, not only because the Bogor Goals are due by 2020, but also because drastic changes are taking place in global and regional economic landscapes which call for a new agenda to keep the momentum for growth and cooperation.

Abstract: Since the political and security issues in Northeast Asia are complex, the economic, social and cultural cooperation have been considered as the priorities. To enhance political cooperation by economic tools has been used as the approach in the China-Japan-Korea trilateral mechanisms since this cooperation was launched two decades ago. But, it is increasingly obvious that the political and security issues are the bottleneck of trilateral cooperation, which plays a unique role in the regional stability, security and China’s diplomacy. Since there are some policy spaces in dealing with the regional political and security challenges, it is crucial to find out the opportunity in enhancing the trilateral cooperation. China and its counterparts should adopt a series of measures to break the bottleneck and upgrade the cooperation level in the eighth trilateral summit.

Abstract: The Japan-US alliance has undergone new changes. The fourth Armitage Report positions the alliance at the level of global cooperation and the alliance intends to act as global leadership. Meanwhile, Japan’s new national defense program guidelines have strengthened its links with the alliance. The alliance has placed its emphasis on the globalization, increasing the consensus and common interests in all areas of global security. At the regional level, the security networks among US allies in the Asia-Pacific is strengthened to consolidate the US military presence and increase the deterrence of the alliance system in regional security. At the bilateral level, the institutionalization process is promoting effectiveness of alliance. Although the alliance maintains a steady momentum, the uncertainty of Trump’s foreign policy and the vulnerability of the Japan-US-ROK trilateral security relations may affect the strengthening process of the alliance in the short term. At the same time, if alliance puts excessive attention on military factors, it may also result in security dilemma and increase the instability and uncertainty of the regional situation.

Abstract: Energy is the foundation of the army’s survival and development, and oil is a crucial part for the modern warfare. The US Department of Defense is the single largest oil consumer in the United States and even in the world. The US army’s oil overdependence not only heavily burdens its defense budget but also constrains military operation agility. Since the release of Operational Energy Strategy in 2011, The US army has initiated the military energy reform and set up strategic goals, directives and means. It aimed at developing sustainable energy and employing operational energy to maximize combat power with minimum energy consumption. The US energy reform increases its army’s combat resilience, adaptability and flexibility, reshapes the paradigm of the army’s energy culture. In the future, the Trump administration’s energy policy transition, the evolution circle of the weaponry system and the unsustainable growth of defense budget will undermine the US army’s energy reform.

Abstract: Since Narendra Modi took office in May 2014, India has developed various infrastructure projects to enhance connectivity with neighboring countries. Domestically, India has formulated a large number of infrastructure projects such as roads, railways, and ports to promote India’s economic development. Externally, it has stepped up various connectivity projects in South Asia under the Neighbor First Policy, Act East Policy, Link West Policy and Connect Central Asia Policy. Modi’s government has achieved remarkable progress in its connectivity with neighboring countries which will expand India’s influence in the future. Meanwhile, India is working with Japan and the United States on multiple connectivity projects. For China, India’s Connectivity efforts are partly stimulated by the Belt and Road Initiative in South Asia. China should seek the possibility of working with India in promoting regional interconnection.
