Abstract This article introduces the concepts related to intelligent agriculture, summarizes the ideas and countermeasures of modern information technology innovation to promote the development of intelligent agriculture in Shandong Province, analyzes the development trend of intelligent agriculture, and points out the direction for realizing the connotative development of agriculture in Shandong Province.

In 2017, the No.1 Document of the Central Committee pointed out to strengthen the development of intelligent agricultural science and technology, implement intelligent agricultural projects, promote the deep integration of China’s agricultural modernization and information technology such as Internet of Things, big data and cloud computing, and help China’s agriculture to achieve rapid modernization. In this context, modern information technology innovation provides an important opportunity for the implementation of intelligent agricultural engineering.
2.1 Agricultural informationization and modern information technologyAgricultural informationization refers to the popularization and application of many information technologies such as computer technology, microelectronics, communication, optoelectronics and remote sensing technology. The Internet of Things is the "Internet of Things Connected". "Cloud computing, as a product of the integration of traditional computer technology and network technology, is a model based on the increase, use and delivery of Internet services." "Big data" refers to the data of which the collection, processing and analysis when using commonly used software require a longer time that humans cannot tolerate[1-3].
2.2 Intelligent agricultureIntelligent agriculture is an important part of the intelligent economy. As a product of the integration of modern information technology and agricultural production, intelligent agriculture has achieved precise management and visual diagnosis of production through intelligently perceiving agricultural production environment and performing data analysis[4-5].
3.1 Continuously enhancing the innovative application of modern information technology such as the Internet of Things
With the continuous development of Internet of Things technology, more and more modern information technology is applied to agricultural production. The computer greenhouse monitoring system developed based on intelligent agriculture is widely used in the actual production process, which promotes the agricultural production process more convenient and efficient. By building wireless sensors, the network system realizes real-time monitoring of crop growth environment information and growth status. In order to improve the level of intelligence in agricultural production and management and the added value of agricultural products, RFID electronic tags, remote monitoring systems, wireless sensor monitoring and other information technology have been applied to intelligent agriculture.
3.2 Continuously strengthening the infrastructure construction of intelligent agricultureBecause of the gap between economic opening and development, and so on, the degree of informationization between different urban and rural areas and different regions is obviously different. At the same time, different agricultural informationization development concepts and economic levels have led to the emergence of the "Matthew effect", making coordinating and developing agricultural informationization more difficult. We should accelerate the digitization of farmland water conservancy projects and the progress of modernization of agricultural machinery and equipment, and construct water conservancy projects that take into account various functions such as water diversion, drainage, water storage, irrigation,etc. to realize water-saving irrigation, green irrigation, and digital irrigation.
3.3 Further strengthening the construction of the professional team of intelligent agricultureThe development of intelligent agriculture requires an team of interdisciplinary talents. The establishment of an interdisciplinary team is an important guarantee for the research and application of big data. Establishing a talent team for intelligent agricultural big data should start from agricultural technology experts to agricultural product sales consultants, from agricultural information chemists, statistical analysis talents to network engineers. At present, the construction of interdisciplinary big data compound talent team in Shandong Province is backward; talents in agricultural big data research, application and management are insufficient; there are not enough ways to develop talents, and the identification and evaluation criteria for full-time employees of agricultural big data have not been constructed[6-7].
3.4 Continuously improving data analysis tools and processing modelsAs intelligent agriculture big data is mainly generated from Internet of Things radio equipment, agricultural information website, and various mobile device terminals, the collected data is transferred from the typical structured data to the structured, semi-structured and unstructured fusion data, so how to realize the unified storage and analysis of the converged data needs to be solved urgently. The knowledge value of data is strong in real time and decays with time. Therefore, the timeliness of data in the process of intelligent agricultural big data analysis is especially important. The analysis of the specified amount of data in a tolerable time is an important indicator for measuring big data analysis, and the data processing mode combining stream processing and batch processing is adopted for dense data volume.
3.5 Further enhancing the ability of big data mining in intelligent agricultureHeterogeneous storage of intelligent agricultural big data leads to diversification of data types. The large and complex data sets make traditional machine learning and data mining algorithms no longer suitable for mining agricultural big data. Cloud computing will be an important tool for intelligent agricultural big data processing. The real-time nature of intelligent agricultural data applications is especially important, and the accuracy of the data processing algorithm may be secondary. Therefore, it is necessary to find a balance between the real-time and accuracy of data mining and processing[8-9].
4.1 Giving play to the government’s guiding position and promoting the use of intelligent agricultural big dataThe Shandong Agricultural Big Data Work Leading Group has been established to lead the application of agricultural big data in the province. The team leader comprehensively coordinates the Shandong Provincial Development and Reform Commission, the Economic and Information Technology Commission, the Science and Technology Department, the Finance Department, the Agriculture Department and other relevant departments. The office is located in the Agriculture Department of Shandong Province, responsible for implementing specific measures and daily work to promote the use of agricultural big data. A pattern of "one department, one voice" is formed. Through openness, sharing is promoted.
4.2 Accelerating the upgrading of infrastructure and integrating construction fundsThe construction of intelligent agricultural application infrastructure is strengthened, and the development of facility agriculture is promoted. On the one hand, the government can coordinate and promote the standardization of agricultural production infrastructure through unifying the construction standards, coordinating infrastructure construction plans, and upgrading the agricultural production infrastructure. On the other hand, it can provide a corresponding proportion of special funds to intelligent agricultural producers for their flexibly remodeling agricultural production infrastructure according to specific needs. Commercial banks are encouraged to promote long-term loan programs for intelligent agricultural infrastructure construction. The construction of rural financial credit system is accelerated. Internet financial services are provided to promote intelligent agricultural infrastructure construction. Private capital is introduced flexibly to ease the pressure of funding gaps[10].
4.3 Increasing government financial input and accelerating the cultivation of intelligent agricultural compound talentsThe provincial finance has guided local governments, industrial and commercial enterprises, and competent and demanding agricultural production and management entities to actively participate in by setting up special funds for intelligent agricultural big data. Through the implementation of financial subsidies, tax exemptions and other preferential policies for social investment in the field of agricultural big data, a government-led, enterprise-invested, full-participation diversified investment pattern is gradually formed. Through the establishment of agricultural big data application demonstration counties and key counties, a special plan for the cultivation of agricultural big data talents is formulated to train high-level talents of agricultural big data. The training of new type of skilled farmers is enhanced to endow them with the knowledge and skills of intelligent agricultural production, and make them become high-quality compound talents for intelligent agricultural production. A high-level talent team that adapts to the promotion of agricultural big data has been gradually established.
4.4 Increasing investment in intelligent agricultural research and improving support for agricultural science and technology researchAt present, the level of intelligent agricultural science research in China is not high. The insufficient attention paid by relevant scientific research and teaching units has restricted the development and application of intelligent agriculture. In order to improve the level of research in intelligent agriculture and increase the use of intelligent agricultural results, governments at all levels, relevant enterprises, and science and education units shall strengthen the propaganda of intelligent agriculture and research on related technologies, and increase investment in scientific research to continuously improve the research and development capabilities and grassroots application level of intelligent agriculture in China, thereby providing scientific basis and technical support for China’s agricultural modernization, digitization and intelligent development.
